vip contacts

hey so i am currently on level 21 and when i tap vip contacts it says " you currently dont have vip contacts , keep playing to unlock them'' . when i was searching here , a lot of people mentioned about a certain quest on level 10 . i do not remember ifi completed it since i came back to the game like one month ago and i was level18. what should i do? ( i play on ios - iphone 7 plus)
