My spouse won’t ask for a baby!

I’m currently on level 23. Me and my spouse are maxed out on relationship points. I never received the phone call from Kim to volunteer at the adoption center, and after many dates after maxing out my spouse has still not asked to have a baby. 

Is anyone else having issues with this?

I'm on level 30 and my spouse hasn't asked yet either. I looked in the adoption agency and it has an option to have "baby with partner"

I hope it's not too late to reply. My spouse hasn't asked either, but I think it has nothing to do with my player level and everything to do with our "relationship level". Since it's been a while, let me know if any of you managed to have babies with your spouse.
