Gigs for stars

Okay it looks I finally finish all the storylines, and I read somewhere that Simon gives you gigs for stars. 
But I only get a call every hour with one gig, and I'm not getting any stars. 
I still have some storyline outfits saved, is it because of that?
Any tips?
