I'm pretty sure it's not. I'm already Max Level (stuck on a buggy quest) and I've got 87.5 million fan, and is No. #1. I remember the movie role a LONG way back, so there must be some kind of problem with your game.

Hey guys! Quick update - I failed to jailbreak my phone which resulted in backing up, restoring, etc. and my Game Center and gifting finally works! I've already sent people several bunches of expensive clothing, and I'm very pleased to say it's working great! Thanks for the help you guys.

Hey Aurora! Later on in the game, if you are deep in a relationship, you will receive the keys to your significant others' house. That locked area will become available (it's a little heart symbol) and you can enter and leave at any time. It's not really much use and unfortunately can't be bought as a house itself.
