Rent to Citizens???

Hi!

I've moved 60 citizens into my city but it says I've only rent to citizen once. How do I "rent to citizen"? I would really like to finish this task in order to level up.

I figured this one out. You get credit for spending 3 small bucks to instantly move in a citizen.
