What's being done about cheaters?

It's been mentioned that cheating won't be tolerated and if anyone is found to be cheating they're account is properly dealt with. What does this mean? Why is it that 90% of the players out there seem to be cheating yet nothing is done about them?

I doubt there will be proper action taken against their accounts
. They will just load their save file from icloud if deranked, if they get baned from (iOS only) gamecenter they can just make another axcount . And if its a system ban . That there is no way to play online except with another device the person can just easily change their devices UDID which makes a game believe it is being used on a new or other device . So will be pretty hard to keep hackers out unless all exploits are found and patched
