Power Leveling

Hi, tried to search around this forum but to no avail.

i purchased a lvl 1 hero and tried to level him up but alas, he is leveling up, gaining xp at the same rate as my lvl 15+ heroes. Is the exp growth tied to party level? if that is the case, players will have to grind to level up level 1 heroes?

Additionally, i am stuck in the game, unable to clear the recommended level (blue arrow) and now slowly doing repeat quest, very slowly gaining some exp to level up (hours and hours). Is this also intended? I have purchased all heroes with my available credits and gold, and they are all having the current tier weapon/armor.
