Do players actually improve?

for example under a Second Round Pick it states "someone solid with possible upside".....and under first round draft pick it states "good player with potential".......this would lead me to believe players could improve on their base line stats. Is this true?

If so, when do you know they've improved and is there anything I can do specifically to improve my players?
