How to get the best players?

Hey guys, been playing 2015 for a couple months, looking for the best way to get 4 and 5 star players. I know in 2014 you could have unlimited inactives so people would draft all the late round and 2nd round picks first so that when you use 1st round and #1 picks you get the best. With just being able to keep limited inactives in 2015, what's the best way? Right now at MVP I can have 72 inactives.
