How to arrange relievers?

Just curious what the best way to arrange your relievers is? Say you had one reliever who was far and away better than your rest, would you make him a Long, RP, SM, or CL? Where would you place your second best reliever, etc?

Additionally, how would you rank the different pitching categories in order of importance? I'm assuming it would go as follows but curious to hear other opinions:

1. Stuff
2. Control
3. Arm

You got the importance right. Almost. It's more like this
1. Stuff
..
..
9. Control
10. Arm

Closer should be your best. Then set up man, RP1, RP2 and finally LR.
