Brackets For Clubs

Just curious if people know what exactly places a club in one bracket or another. I have heard anything from when the first person logs in after the event starts, the previous success of the club, the rating of the leader, when you collect your rewards. Just curious if other people have heard? Or better yet any definitive answers. Clearly the draw has a lot to do with overall success.
