can only get bronze players no matter what, if your gold or silver only bronze with #1 picks. Im in silver, all these players should be silver

Apparently no one should ever leave bronze cause thats the only way to have a decent team without spending money

What level is your club? Picks are determined by club level. I should have asked is that on 17 or 18? As far as I know in 18 which I don't have you can't get silver players until after the beta version is replaced with the release in March.
