You could make picks cost more progressively from each level. As for free picks given as a gift, they can stay at bronze as that’s a gift.

This is the way the game worked last year. When you received picks, they started at your current rank. Lots of debate over the major change to this season, but it does sort of level the playing field and prevent players from accumulating insane team strength.
