0.1 leveling discount

I was not aware that leveling discounts existed...
has anybody acquired a leveling discount?
did it kick in automatically?
Can you use it on anybody?
is it used once and only once on one player and then it is gone?
does it expire?

anybody with any insight?

It is only for weekend bonus players. It expires when weekend event finishes.
