How important are skills verses regular level up to get the best out of your player?

First max your player at your level 10 if you can. Skills seem to have the biggest affect on CvC and WOH. Difference between a double skill guy on WOH when you get up to 15/20 is crazy. Turn on those double skills and 5-10 all of sudden is fastballs.

A lot.  As KC pointed out it's going to matter quite a bit on WOH and CvsC.  Even an all time great, if his skills are 0 out of 20, is really going to struggle to beat 5-10 in WOH.  

And points on your skills accounts for a lot more than equal points on overall number.  Example, I have 490 max Edwin Encarnacion, maxed out, at Diamond 10, with both late inning skills at 20/20. Even though that's only 40 points of skills he is at 687 in late inning situations.  Almost a 200 point rating difference!  So yeah, skill boosts are enormous.
