You have to play and unlock the keeper function.

I'm having a similar issue. It doesn't recognize my email address, even though I'm using the one listed on 18. Do I need to create a new account?

Also, has anyone else failed to receive a "Welcome Back" message? Is there something else we need to be doing? I have Game Center turned on, and using the "Airplane Mode" trick, I see that both 18 and 19 recognize the same Game Center account.

Looks like GLU wants me to start off with strong pitching and poor hitting with the VIP 5* gifts. Not complaining though as I am almost set for starters and relief pitching until Primes come out.

Can you close the keeper dialog and come back later to pick one?  Or is it that you have to pick when it pops up? Still hoping to get a better pitcher.

Is it because you were VIP since 17 or is it random or just a bug?

@tocopan18 not sure. @DFBB became VIP recently and his was even less than yours as you can see so it may just have to do with time passed since making it as you mentioned or maybe even the amount spent in 18?
