Glu fixed the problem, for the most part, for Android. I assume slower Android phones may still have some issues, but by and large it was fixed. They didn't fix the problem for iOS users, so this is why some have the problem and you don't.

The limit was 120 upon beta release, and was cut down to 30 before US release. I haven't tested since US release to see if they changed anything since.
My account is tied to Facebook, so I had to log into that before I could collect the reward, so it is plausible that they tie it to money spent. Another plausible option is that they just improved the rewards within the last few updates, since I claimed it on (essentially) day 1 of the "beta".
