Slow effect bugged/overtuned

Playing Arena and noticed that my character will be slowed, which is fine, however once it is their turn without being stunned, polymorphed or adversely affected in any other way my characters turn is skipped. Need clarification on whether slow is intended to be that way or if its bugged. Also I believe slow is overtuned, 50% is a huge debuff. In all game types it is the number one thing used, whether that is the current meta or not...50% is ridiculous, it needs to be cut down to make other negative effect such as stun and polymorph worth it.
