Leader Abilities Stacked??? Shan YU

I have seen Leader Abilities Stacked for Shan Yu. It made it Impossible to fight back as their Speed bonus was multiplied 8% + 8% + 8%. Is this normal?

I think its just a graphical issue as I've had this happen anytime someone has the hammer and if it was stacking it would mean I would get zero turns but that wasn't the case. 

Looking at the turn order its clear they are not getting the effect 3x
