How can i hire max as my agent instead of arnie

When you reach a certain level, you get invited to a party at the mansion in The Hills. Once there, you'll meet Max (the African/American guy who smokes a cigar) he doesn't say much then, but after the party you can visit his office (in The Hills) and talk to his receptionist and then speak to him. It'll cost you 5000 to hire him, but it's worth it because he gives you higher paying jobs and jobs that are longer in time.

Ok thanks. What level do u have to be at bc Im on level 12

Have you been invited to the party at the mansion? If so you should be able to go talk to him in his office.
