Bugsy Capone quest help pls!!!

Max tells me to go meet bugsy at Cecils castle after I finish a movie but I can't find bugsy at all. Can anyone help?

I think if I remember rightly he is either hovering around outside Cecil's Castle by Lucky Film Studios or he is inside by the roulette machine But it was a long time ago when I did that goal xD
