Why is this place always empty?
I mean every single time I go in there, it's empty. Except for the one mission I had to complete where the I had to pay a guy's tab there are NEVER NPCs in this place or anywhere else beyond The Coast. I used to meet people everywhere on older versions of the game when I played it last year. Are they going to fix this?
