Runners on Base Skill?

I just pulled Roberto Perez. One of his skills shows the 1st base filled in. The description states that this is a "Runners on Base" skill. Do we know if this applies to all situations where there are runners? This would be better than the RISP skill, would it not?

    um def better than RISP because its not limiting it just second and third but it is for every base

    I like it.  Both of my prime hitters have it.  It's on more often than not.

    Thank you! I hadn't pulled anyone with this skill before, and it looked like it was a dumb 1st base only skill or something. Very happy with this!

    Nope, it's anyone on anywhere, at least in my experience with cvc replays when he's next up to bat.  Almost always on in WoH as well.
    Just no.
