Is it better to buy Rolf or a high level weapon? Other questions

I have enough skulls to get Rolf or a weapon. Which is a better purchase? Also, how often can Rolf bring you items compared to Scruffy? If you buy a level 30 weapon with skulls but are a level 29 player, does it remain locked until you reach level 30?

Rolf brings you items at the same rate as scruffy. There is a chance that rolf will fetch you 20 energy instead of 10. If you buy a weapon from the store, it will be locked until you reach that level, but I think if you buy a weapon during an event for a special offer you will be able to use it at a lower level.
