The hackers affect the charts. they hack the energy, so they conclude the missions faster, they advance in the story faster, so they reach higher charts positions faster then the players who doesn't use hacks. I'm level 30. And yes it's updated (v2.6.0). Don't know if this is the only thing missing :/ But i've got the comeback story quest and all, they where released while my phone was down as well.
