Can not get London quest. KKH

I was at max level when I updated the game KKH. When I did the update. It put me to level 21. Since then I have not gotten anymore quest. Just same gigs from simon. No calls from Maria or Kim. I've seen people having quest in London. What am I doing wrong? What do I need to do? Or is this a bug?
