U have to wait for the timer. Every gig doesn't have to be paid for, unless you want to start it earlier.

My question is why is Perry calling to start the gig, if she has to wait? Is there a timer on when the gig is available?

On the goals list, if you click it while there's still a timer, Perry will call with the option to "Start now" for x number of k-gems.

Right. If you click a goal and Perry texts, just say you're not ready. The goal should remain highlighted but you don't have to spend K-gems to start it right away.
