Why can't I get the krossover event??

So I've been playing Kendall and Kylie past level 8 and I still haven't gotten the krossover items. I have heard from many people and read many forums that have said that even though it is posted for 24 hours and did happen in approx. February, I am still allowed to get the items. Is there some type of mission I must do on K & K or is my phone just glitching?
(I am also level 7+ on Kim's game as well but have not gotten a call from Simon yet)
