From what I recall, the Kylie ran away story is before the Jen and Mario, so keep going ans hopefully when your other quests are caught up you'll get Jen and Mario. First thing Customer Care will tell you is to finish all your gigs, and then if you still don't have the missing quests, you can look into it.
