I'm pretty sure Glu and all of the other pay for play app developers get around all of their legal hurdles by giving all players a totally free way to play. Obviously you cannot really compete if you don't spend, but technically there is a free path to play.

I was able to get Bagwell, but it cost me almost $200. When I finally got 500 gold trophies I had over 2000 bronze trophies and 1700 silver.... I understand the Glu is in business to make money.
