The closest I've seen to this is when downloading a new region, if download speed was slow, it would time out before completing. There are 2 spots that show level 21. One is controlled by winning missions and is displayed under the energy bars. The other is the drone level. You need to make sure that you've upgraded your drone to level 21 before you can add the rocket attachment.

PVP costs are dropping at all the 1's... they're resetting it back to 55 per match at 11, 21, 31, 41, 51, 61, 71. It's highest on the 10's.
